Basic approach
The Idemitsu Group strives to reduce and eliminate risks and eliminate accidents and disasters through the appropriate allocation of management Resources and the maintenance, management, and improvement of equipment, processes, and work systems, in order to ensure the safety of people as our top priority. Our philosophy for ensuring safety is ''We strive to foster a culture of safety.'' Ensuring safety based on this philosophy is the result of management efforts, and zero accidents and disasters is the greatest achievement in this field. Based on this recognition, we place the utmost importance and priority on ensuring safety in all business activities such as production, logistics, sales, research and development, all business operations, and various value judgment standards in each scene and stage of every action. Governance
Promotion system for safety, health and environment initiatives
Our group positions safety, health and the environment as the foundation of management, and has established a Safety and Environment Headquarters to promote these initiatives.
Every year, each department and major affiliated company independently runs the PDCA cycle based on the year's basic policy and priority issues presented by the headquarters. Each department and major affiliated company appoints a safety and environment officer to manage and promote overall initiatives, including those at Complex under their jurisdiction.
The secretariat determines the frequency of audits according to safety and environmental risks and management status, and conducts audits. If improvements are found through the audit, the secretariat will follow up on the response plan from decision to completion.
The Safety and Environment Headquarters Director and Deputy Heads visit the site every year to provide safety and environment guidance and patrols. Additionally, in order to prevent large-scale accidents at Complex, we have established a Safety and Security Advisory Committee that includes outside experts, and are working to develop more effective safety and security measures.

Risk management
Safety and health management system
Utilizing the safety and health know-how cultivated through our past experience, we have built and operated a unique management system based on the international standard for occupational safety and health management systems (ISO45001) and the certification standards of the High Pressure Gas Safety Act. doing. We also make continuous improvements through internal audits and management reviews.
Some of our overseas Complex have obtained ISO45001 certification. Additionally, all of our group's Refineries/Complexes, and refining companies have obtained certification under the High Pressure Gas Safety Act.
Natural disaster risk management guidelines
Reflecting new thinking on earthquake countermeasures such as strengthening facility structures, which we have implemented since FY2005, we have revised the "Natural Disaster Risk Management Guidelines" in FY2021, adding measures against storm surges and typhoons to earthquake countermeasures. . In fiscal 2022, we proceeded with consideration of specific issues based on these guidelines.

Preventing the recurrence of fatal accidents
In fiscal 2022, we set the goal of ''no accidents'' and aimed for ''zero serious personal accidents,'' including fatal accidents, but one fatal accident occurred. During a complete remodeling of a group company's self-service station, one partner company employee died due to an electric shock. Although this work was being carried out under a contract, we worked with the main contractor to investigate the cause, shared the case study within our group, and thoroughly informed everyone about measures to prevent recurrence.
As a measure to prevent the recurrence of similar accidents, we have reconfirmed and ensured that hazardous areas on the premises are clearly marked and measures to prohibit entry are in place at each Complex within the group.
Accident-free efforts
In fiscal 2023, we will continue our "challenge to achieve no accidents," work to establish a culture that thoroughly adheres to the "rules to protect lives," and ensure that workers are protected during irregular operations and work. We are strengthening our focus on identifying and responding to danger sources. Specifically, we have started a company-wide case review meeting for cases that could have resulted in serious personal injury accidents, in an effort to eliminate serious personal injury accidents.
In addition, while each department and major affiliated company independently promotes the PDCA cycle for safety and environmental management, we are ensuring safe and stable operation by comprehensively discovering potential hazards, including processes and equipment, and taking appropriate risk assessment measures. We are working to continue.
Basic Policy on Safety, Health, and Environment for FY2023
We will continue our "challenge to zero accidents" and promote the following two issues as our top priorities.
■ Establish a corporate culture in which decisions are made and followed through consideration and encouragement toward colleagues, and work to prevent events that could lead to "serious personal accidents."
■ The head office and Complex should work together to ensure that the PDCA cycle of the safety environment system is implemented autonomously.

Safety and health initiatives
Strengthening the earthquake resistance of existing facilities
Our group's Refineries/Complexes have traditionally been working to strengthen their response in preparation for natural disasters. Regarding earthquakes, we have evaluated the seismic resistance of equipment and other equipment based on the assumed earthquake strength stipulated by law, and have taken steps to strengthen them as necessary. Furthermore, based on the lessons learned from the Tokachi-Oki Earthquake, we have evaluated and made improvements to simulated earthquake intensities that exceed legal standards.
In response to the Great East Japan Earthquake in 2011, laws and regulations regarding high-pressure gas equipment were strengthened and standards were reviewed. In line with this, we are carrying out planned reinforcement work on the spherical tanks that store LPG at our group's Refineries/Complexes, with the aim of improving the earthquake resistance of the support structures. Since fiscal 2020, we have been working to strengthen equipment at Refineries/Complexes, and oil terminal using the Resilience Assistance Project. Our group will continue to consider and implement further earthquake resistance enhancements.
Super certified Complex
Our group's Refineries/Complexes are working to improve their safety capabilities in light of the increasing sophistication of safety technology, including the use of advanced technology, advanced risk assessments, and advanced education and training. At our company, we are proceeding with the verification and introduction of advanced technology across the entire company. For example, we are introducing a variety of technologies to suit the circumstances of each location, including the development of diagnostic technology using AI, a continuous pipe wall thickness measurement system, cyber security measures, experiential education using VR, and practical simulators.
National Safety Week Initiatives
Our company is implementing the following initiatives during the National Safety Week sponsored by the Ministry of Health, Labor and Welfare and the Japan Industrial Accident Prevention Association.

Company-wide education
During new employee training, we use videos of past serious accidents at our company to educate employees about safety. Safety first is the foundation of our company's management, and we strive to keep our employees aware of this at all times.

The Safety, Environment and Quality Assurance Department of the Safety and Environment Headquarters Secretariat conducts education and training to develop leadership skills to autonomously promote PDCA for safety and environment management in their own departments and offices. We conduct basic training for key personnel in each department and office to teach them their roles based on internal regulations and the basics of safety and environment management, as well as training to improve their safety and environment management abilities (see the table below). [Development of manufacturing equipment operators]
At the Technical Training Center, we provide training for all operators to become production engineers (PE). PE is an operational department that logically understands processes, equipment, and systems, grasps their interrelationships, makes comprehensive decisions, and executes safe and highly efficient optimal operations Refineries/Complexes These engineers are responsible for ensuring the safety of our group's Refineries/Complexes.
[Strengthening safety education]
At the Technical Training Center, we are working to strengthen safety education. For example, we conduct training for supervisors or deputies (assistant supervisors) to improve their ability to make decisions in emergency situations. This training is the only advanced training developed in-Tokuyama Complex. Participants undergo training on realistic content, such as reporting abnormalities at night or on holidays, initial activities, emergency shutdowns, and disaster prevention activities as the events progress. In addition, we conduct safety management training for newly appointed technical section Manager at Refineries/Complexes. This training is conducted in two parts, with each participant reviewing the key points of safety management in the basic training and clarifying their problem recognition and action plans for strengthening safety in the follow-up training. These training sessions are also open to affiliated refining companies. In addition, as part of our experience-based training for government and organizations, and human resource development in cooperation with the local community, we also host safety awareness courses in collaboration with external training centers, using our hazard experience equipment and VR. These courses have been highly praised by outside parties.
Practical firefighting training
[Training of disaster prevention personnel at Refineries/Complexes]
In the unlikely event that a fire or explosion occurs, it is extremely important to carry out initial fire extinguishing activities and take measures to prevent the spread of fire in order to minimize damage inside and outside Refineries/Complexes. Therefore, we are focusing on training disaster prevention personnel, recognizing the importance of accumulating practical training based on basic fire prevention theory. For example, we learn the basics of disaster prevention activities through classroom lectures, and then carry out training in handling materials and equipment and deploying hoses according to a plan. In particular, at Hokkaido Refinery, Chiba Complex, and Aichi Complex, we also conduct flame-contact training using live fire training areas.

The Safety, Environment and Quality Assurance Department owns the Niigata Disaster Prevention Training Center, and we continue to accept a large number of trainees from within the company as well as from companies in the industry every year. The training assumes fires that occur in different types of equipment at Complex, and by learning initial fire extinguishing methods suitable for the nature of oil fires through theory (lectures) and practice (Complex fire training), We are working to strengthen our initial fire extinguishing system.
Utilization of external education
[Training for top management]
In order to prevent serious industrial accidents, it is extremely important that top management at the site, such as Refinery and Complex, have a strong awareness of safety and promote accident prevention measures under their strong leadership. is. Therefore, related organizations in the petroleum and chemical industries and related companies, including our company, appealed to an external training center about the importance of fostering safety awareness among top management. This was the starting point for the center's special lecture, ''Future Safety and the Role of Top Management,'' which has been held regularly since March 2016. At our company, on-site Refinery and Complex as well as top executives from the head office's Manufacturing & Technology Department attend this course every year, and together with Refinery from other companies, mainly from companies around the center, lead the way in industrial safety.
