Comprehensive Partnership Agreement Signed by Sanyo Onoda City, Idemitsu Kosan Co.,Ltd., and Seibu Oil Co., Ltd.

Sanyo-Onoda City (Yamaguchi Prefecture), Idemitsu Kosan Co.,Ltd., and Seibu Oil Co., Ltd. (a wholly owned subsidiary of Idemitsu Kosan) signed a comprehensive partnership agreement (hereinafter, the Agreement) today. The three parties will utilize their respective Resources and capabilities to promote sustainable development in the Sanyo-Onoda City area and the realization of a decarbonized, recycling-oriented society.
This agreement was concluded in response to the shutdown of Seibu Oil Co., Refinery (scheduled for shutdown in March of this year) and the subsequent development of new business using the former site.
Sanyo Onoda City has developed for many years on the back of the fossil fuel and other energy industries. There are also many companies and facilities related to renewable energy such as solar and hydrogen, making it a hub for a diverse range of energy industries. As efforts to achieve carbon neutrality society are being promoted worldwide, the business transformation of Seibu Oil Co., Ltd. has led to a new turning point for the local economy of Sanyo Onoda City.
Therefore, we will build a strong partnership with Idemitsu Kosan Co.,Ltd. which is working on provide for society of next-generation energy and solving local issues, expand our efforts to utilize the diverse energy sources and related social infrastructure of Sanyo-Onoda City, and revitalize the local economy through decarbonization. We will also work together with Yamaguchi Prefecture, Yamaguchi University of Science, local companies, and others to realize a decarbonized, recycling-oriented society unique to Sanyo-Onoda City, which has a high level of sustainability.

Matters related to expanding the introduction and supply of carbon-free energy
We will promote the expansion and supply of carbon-free energy, such as expanding solar and hydrogen power generation and forming power supply networks to local communities and factories. -
Matters related to the development, demonstration, and promotion of introduction of technologies and services that contribute to decarbonization
Through collaboration between industry, academia, and government, we will promote the introduction of technologies and services that contribute to decarbonization, such as the production of carbon-free energy, technological development for mass production, and cutting-edge technology verification. -
Matters relating to the introduction of biomass and the promotion of Resources recycling
We aim to realize a recycling-oriented society that contributes to decarbonization by converting waste and unused Resources generated in the region into fuel and chemicals and providing them to local factories. -
Other matters regarding collaboration and cooperation between the three parties, Yamaguchi Prefecture, Sanyo-Onoda City Yamaguchi Tokyo University of Science, and other companies.
We will go beyond collaboration and cooperation among the three parties and expand the framework of industry-academia-government collaboration, working hand in hand with a variety of local stakeholders to build a system that aims to realize a decarbonized and recycling-oriented society unique to Sanyo Onoda City.
